About the Author . . .

Earl's Picture Earl H. McClenney, Jr. is currently Professor of Public Administration and Chairperson of the Department of Public Administration at Virginia State University in Petersburg, Virginia. His undergraduate, graduate and post graduate work were completed respectively at North Carolina A&T State University, Greensboro, North Carolina; the University of Virginia, Charlottesville, Virginia; and T.C. Williams School of Law at the University of Richmond, Virginia.

He has served for the past 13 years as an Administrative Law Judge for the Virginia Employment Commission and is a member of the National Association of Administrative Law Judges, the American Society of Public Administration, and the National Association of Unemployment Hearings Officers.

His career began as a personnel interviewer with the City of Richmond, Virginia. Following graduate school he was appointed by Governor Mills Godwin to serve as a Commonwealth Intern and later assumed positions of executive responsibility under Governor Linwood Holton as Associate Director of State Planning. He has consulted extensively for local, state, and federal agencies, and private companies. Author of four books and co-author of a tax digest, Earl is an active member of numerous civic and professional boards, commissions and advisory groups.
